Summary/Major Elements:

· This act reconstitutes the legislative select committee on local government financing.  This committee has existed since 2007, but expired this past year.

· The new committee will consist of 10 members, with five Senators and five Representatives appointed by the President of the Senate and Speaker respectively.

· The committee is to develop workable distribution formulae for distributions to counties and for distributions to cities.

· The committee recommendation is to be submitted to the joint appropriations committee by November 1, 2009, and the JAC is to sponsor legislation as it deems appropriate in the 2010 budget session.

· The act provides a $20,000 general fund appropriation for one year to fund the committee.
