Summary/Major Elements:

· This bill changes the name of the Natural Gas Pipeline Safety Act of 1968 to the Pipeline Inspection, Protection, Enforcement, and Safety Act of 2006.

• Currently, the statutes provide for a civil penalty of $25,000 for each day a violation of the Act persists.  This bill increases that penalty amount to $100,000 per day.

• The current statues provide for a maximum civil penalty of $500,000 and this bill increases that maximum civil penalty amount to $1,000,000.

• This bill requires the formal acceptance by the state of Wyoming of the delegation of authority from the federal government.

• This bill eliminates the exemption of certain pipelines in rural and subdivision areas from the supplemental safety jurisdiction.
