Catch Title:       School finance appropriations.

 

Subject:  Off-model supplemental assistance for education programs initiated by 2008 legislation and continued for school year 2009‑2010.

 

Summary/Major Elements:

·         $450,000 is appropriated from the school foundation program account for the 2009 summer school session and 2009‑2010 school year to fund student enrichment program pilot projects awarded by the department of education upon application by school districts;

·         Supplemental assistance for food service program deficits is continued for school year 2009‑2010 at $3.65 million, down by $850,000 from the school year 2008‑2009 funding level.  The food service program was initiated in 2008 to cover reported program deficits.  Legislative policy terminates future program supplemental assistance at the end of school year 2009‑2010 and finds food service programs, when combined with federal funds, to be self-supporting;

·         2008‑2009 instructional facilitator off-model supplemental assistance augment provided by the 2008 legislature, bringing state funding to approximately 75% of complete program funding levels recommended by 2006 model recalibration, is continued for school year 2009‑2010 at a reduced level ($3.756 million in lieu of $5.894 million previously funded, equating to roughly 66% of full program funding).  The augment is in addition to $16 million contained within the WDE budget for this program.
