Summary/Major Elements:

· This act codifies the operation of the National Guard Youth Challenge Program, a program operated by the Wyoming military department for at-risk youth.  The Program was initially funded in the 2005 budget bill and began enrolling students in 2006.

· In addition to authorizing the program, the act changes the way in which the program operates by:

· Allowing the Military Department to expend state appropriated funds in excess of the amount necessary to qualify for federal monies after all federal monies are expended.

· Requiring the Military Department to submit a report regarding participation, expenditures and the activities of graduates.

Comments:

• The act requires the Military Department to submit an annual report, on or before October 1st of each year, to the joint appropriations, joint transportation, highways and military affairs and joint education interim committees.
