Summary/Major Elements:

• Provides a $2,000,000 general fund appropriation to the Wyoming Business Council for the Wyoming Partnership Challenge Loan Program, created at W.S. 9-12-302(a).

• The Partnership Challenge Loan program is the successor to the Amendment IV program. (Article 16, section 12)  This constitutional amendment allows the funds to be loaned to community development organizations and state development organizations in accordance with the provisions of W.S. 9-12-304, including, but not limited to, make loans to Wyoming businesses and investments in support of Wyoming businesses, such as infrastructure construction loans and occupational training loans, bridge loans, loans for economic disaster areas as specified by statute and for the Wyoming Main Street program.
