Summary/Major Elements:

· Currently, the statutes require that any blasting or shot-firing in mines, including charging and tamping of holes shall be done by or under the direction of certified shot-firers.

· This bill will also require the certification of trona utility shot-firers who are blasting or preparing shot-firing at any trona mining operation.

· This bill specifies certification requirements for the trona utility shot-firers and makes conforming amendments.

· This bill also requires each mine operator to submit a trona utility blasting training plan to the Wyoming State Mine Inspector.
