Summary/Major Elements:

· The Wyoming Health Insurance Pool ("WHIP") provides health insurance to Wyoming residents who are denied adequate affordable health insurance.  The insurance is paid through premiums and assessments on health insurance providers.

· This act directs the insurance commissioner to offer a new  WHIP catastrophic health plan, with a $25,000 deductible level, for individuals who have been denied health insurance and whose household income is less than 400% of the federal poverty level.
