Catch Title: State employee compensation.
Subject: State employee classification and compensation plan.
Summary/Major Elements:
· This bill modifies the statutes governing the state employee classification and compensation plan. The major changes are:
· To provide that compensation under the plan is to be primarily based upon market rate comparison and competitive with the appropriate market. The market selected may be national, regional or local or a combination of markets selected by the human resources division to best reflect the relative importance of the job to the state;
· To authorize multiple plans;
· To authorize fixed and variable compensation. Variable compensation must be administered by the department of administration and information as a separate budget item.
· The bill also codifies the longevity pay increases for state employees of $40 per month for each five years of service (this increase has been in budget bills in the past).
· The bill also codifies other salary related items appearing in past budget bills, including:
· Allowing the governor to pay for appointees cost of moving to Cheyenne (up to five thousand dollars per appointee and twenty thousand dollars total per term, all from other appropriations to the governor's office);
· Allowing for payment of transition expenses for the governor and the other four state elected officials ($35,000 for the governor and $15,000 for the other four elected officials).
