AN ACT relating to railroads and public highway crossings; providing for the transportation commission to administer a program for the establishment of railroad quiet zones or the installation of wayside horns in the vicinity of grade crossings in populated areas as specified; creating a subaccount within the highway fund; providing for a matching grant program; requiring a report; providing an appropriation; and providing for an effective date.
