any reporting and administrative requirements as required by the public entity
of the recipient of a design, bid and build contract, including retainage,
payment and performance bonding and default of contract.
(b) All contracts let
under this section including subcontractor bids, shall be opened in public

through 16‑6‑107. As used in this section, "professional services"
includes preconstruction services or those services exclusively involved in the
