                "3.  [Legislative Travel to NCSL Meetings].  No legislator, except for an officer in the organization, shall attend any meeting of the National Conference of State Legislatures at the state's expense without prior approval of the Management Council.  Any legislator attending the meeting shall make a written report to the Management Council including:

 

(a)  Are the information presentations providing a reasonable balance of points of view; and

 

(b)  Are the policies governing the organization's lobbying efforts directed to items on which most legislators agree or do they contain significant partisan positions.".

 

Page 9-after line 21                             Insert and renumber:

 

                "Section 10.  [Reserve for Second Year Funding for NCSL.]  There is appropriated to the legislative service office one hundred sixteen thousand nine hundred twenty-seven dollars ($116,927.00) from the general fund as a reserve for the second year of dues to the National Conference of State Legislatures.  This reserve shall not be expended without further legislative appropriation.".
