(viii)  Utilize a nationally recognized model for the compilation and the analysis of the data described in paragraph (a)(vii) of this section;

(ix)  Collect, compile, analyze, maintain, update, report, distribute and consolidate into digest form the economic data described in paragraph (a)(vii) of this section.  The analysis shall be independent pertaining to the data collected and shall not express any opinion of the economic impacts determined under paragraph (a)(vii) of this section.  This data shall be updated at least once every three (3) years;".
