(e)  The consumer advocate shall determine whether any telephone number prefix used in Wyoming is used primarily for cellular telephone service.  If the consumer advocate determines that a telephone number prefix is used primarily for cellular telephone service under this subsection, the consumer advocate shall report that information to the national do-not-call list.".
