(A) If for any school year a district actually expends less than the amount reimbursed for that school year, the amount reimbursed for the immediately succeeding school year shall be based upon the amount reimbursed for that school year regardless of expenditures;
(B) If for any school year a district actually expends more than the amount reimbursed for that school year, the amount reimbursed for the immediately succeeding school year shall be reduced by an amount equal to one-half (1/2) of the difference between the amount actually expended for that school year and the amount reimbursed for that school year.".
