AN ACT relating to public lands; requiring a plan from the Wyoming attorney general for the transfer and management of federal lands as specified; requiring the plan to include consideration of an offer to purchase federal lands; amending definitions concerning which federal lands are subject to the act; and providing for an effective date.

(A)  The offer shall include the surface and mineral estates;

(B)  The offer shall include guaranteeing the federal government its current share of mineral royalties and other mineral income from the lands;

(C)  The offer shall include any other provisions needed to make the sale attractive to the federal government;

(D)  The plan shall consider the sources of funds for purchase which may include investment of the permanent funds.".  SCOTT
