conversion of hydrocarbon substrates to methane gas; prescribing application

standards for:

mitigation of impacts to fluid resources on subsurface structures and the
surface of lands that may reasonably be expected to be impacted;
(ii) The
protection of groundwater resources used for domestic and livestock purposes;
(iii) Procedures
for environmental monitoring and excursion detection, prevention and control
programs;
(iv) The
disclosure of constituents and volume of material that will be injected into
any wells, including nutrients, microbes, and chemicals;
(v) Procedures
for public notice and comment on draft permits and other public participation
in permitting activities; and
(vi) Procedures
to establish the type and amount of the surety bond or other guaranty to ensure
that the owner or producer:
(A) Performs all
requirements of this section;
(B) Complies with
all applicable rules and regulations; and
(C) Provides
adequate financial resources to pay for mitigation or reclamation costs that
the state may incur as a result of any default by the owner or producer.
(f) For the
purposes of this section, "excursion" means the detection of
migrating injection or production fluids at or beyond the boundary of the site.". STEWARD
