AN ACT relating to pubic health and safety; prescribing the governor's authority and duties if a health care facility is determined to be in financial crisis, as specified; prescribing the state's and governor's objectives; providing for transfer of appropriated funds as specified; providing for loans by the state loan and investment board; providing an appropriation; and providing for an effective date.

(iv)  Order Medicaid or other state programs to pay more promptly for recipient's services;
