DESCRIPTION OF APPROPRIATION
The proposed legislation appropriates to the Department of Health $1,850,000 in General Funds and $1,850,000 in federal funds to adjust the cost-based reimbursement formula to account for previously undercounted provider service units. These 0600 series funds will be paid to service providers who provide Residential Habilitation and Day Habilitation services to individuals on the three waiver programs administered by the Developmental Disabilities Division for actual services provided.
The proposed legislation also directs the Department, through the Developmental Disabilities Division and the Mental Health and Substance Abuse Services Division to collaborate with the University of Wyoming and the Community College Commission in developing a training program for behavioral specialists in the care of persons dually diagnosed with a developmental disability and a mental illness. The bill appropriates $50,000 in General Funds to the Department of Health for this purpose. According to the Department of Health, it will use 0900 series funds for contracted services to assist the Department in developing this curriculum and standards. According to the University of Wyoming, if the Department of Health contracts with the University for this purpose, the majority of the funding ($42,560) would be expended for 0100 Personnel/Benefit costs.
