No significant fiscal or personnel impact.

Assumptions

There will be some added responsibilities, however, the costs will be fairly small and are not possible to quantify since they will vary with the complexity of the application and the number of landowners.  Any increased costs will be offset by an equal amount of revenue as fees are collected pursuant to W.S. 35-12-109.
