Discussion of appropriation: All funds are allocated to projects approved by the Board, and all funds are currently in the Income Account managed by the Board.  The legislation specifically notes the use of all funds, on a project by project basis.

Assumptions: All projects are permitted and contracts are in place.  Most projects timing are dependent on plant conditions, field conditions, and other factors.
