FISCAL NOTE

This bill contains appropriations totaling $16,004,907 from the GENERAL FUND to the Insurance Department.  These appropriations are effective immediately.

This bill contains an appropriation of $300,000 from the GENERAL FUND to the Department of Health.  This appropriation is effective immediately.

Discussion of Appropriation:  $5,000,000 shall only be expended for the purpose of paying health care claims in excess of $50,000 per person per year on behalf of persons enrolled in the health frontiers pilot project.  The appropriation shall be for the period beginning with the effective date (immediately) of the act and ending December 31, 2015.

$11,004,907 shall only be expended for the purpose of contracting with the board of directors of the Wyoming Health Insurance Pool to implement the health care reform demonstration project.  The appropriation shall be for the period beginning with the effective date (immediately) of the act and ending June 30, 2012.

Assumptions: Year by year analysis of the appropriations is indeterminable at this time because the Healthy Frontiers program is just beginning enrollment of members and therefore no claims data is available.
