The above appropriation will be expended on the following items:

 

While the total expended on this project could vary significantly depending on the bill’s implementation, the above estimate includes the following components:

 

Assumptions:

The following categories of individuals must comply with the proposed Constitutional amendment.  Also provided below is an estimate of the number of persons in each category: 

 

The total number of individuals to receive constitutional instruction is potentially greater than 13,500.

It is assumed that this is a one-time project and a one-time expense.

 

Secretary of State is responsible for making constitutional instruction available as mandated by constitutional amendment including production and distribution of constitutional instruction.

 

Prepared, pre-packaged U.S. Constitutional instruction will be purchased on DVD for distribution, subject to content approval by the board convened.

 

Secretary of State will produce instructional DVD on the Wyoming Constitution, with content approval by the board convened.

 

Given the number of individuals needing instruction, each individual would not receive a personal copy, rather copies would be made available for viewing at sites in each county: (37) libraries x 4 copies per library; (99) municipalities; (23) county commissioner/courthouse sites.

 

This bill is effective only if the constitutional amendment pertaining to this constitutional instruction is approved by the 2011 legislature and adopted by Wyoming electors in the 2012 general election.
