Description of Appropriation: 

The proposed legislation appropriates $82,000 from the General Fund to the newly created Office of the Boxing Commissioner.

 

Assumptions:

0100 Personnel/Benefit costs- Commissioner salary of $150 per day for an estimated average of 3 days per week

0200 Supportive Service costs- Purchase of computer, copier, fax, scanner, computer software, furnishings and general office supplies

0400 Central/Data Services costs- computer maintenance, e-mail, network fees, phone expenses

0500 Space Rental costs- very rough estimate of $600 per month for 12 months

0900 Contractual Services costs- Inspectors and deputy inspectors, temporary clerical

 

Assumes that an existing state official is not appointed as the Commissioner and that the Commissioner does not participate in shared administration through the Department of Administration and Information.  Also assumes that there will be one event held per county per month.

Source of Revenue Increase:

(1) Boxing license fees and (2) referee license fees, both of which are to be deposited in a special revenue fund for the Office of the Boxing Commissioner.

 

(3) Boxing admission fee of 5 percent of total gross receipts from ticket sales and admission fees to any boxing match, half of which is deposited in a special revenue fund and half of which is distributed to the treasurer of the county in which the match was held. 

 

Assumptions:

One event of 4 bouts will be held in each county (23) every month (12). Admission is $20 per event.  Boxing and referee fees are $35 per exhibition and $50 per referee.  Boxing matches in Wyoming will not begin until six months after the effective date of the bill, resulting in lower revenues in FY 2012 than in later years.

 

Boxing License Fee:  $35 per event x 4 exhibitions per event x 1 event per county per month (12). $35 x 4 x 1 x 23 x 12 = $38,640

 

Referee Fee: $50 per referee with 4 referees per county. $50 X 4 X 23 = $4,600

 

Boxing Admission Fee of 5 percent of total gross receipts from ticket sales and admission fees:  $20 admission fee, 50 people per event, 1 event per month (12) per county.   Half of this fee, or 2.5 percent of the admissions fee, is distributed to the Office of the Boxing Commissioner and the other half to the county treasurers. $20 x 50 x 1 x 12 x 23 x 2.5% = $6,900
