Source of revenue decrease:  Federal funding from the U.S. Department of Health and Human Services and the U. S. Fish and Wildlife service would be reduced as a penalty to Wyoming for noncompliance with federal law 42 U.S.C. Section 666, (a)(13) requiring social security numbers on recreational license applications.

 

Section 455 (a)(1)(A) of the Social Security Act requires an approved State Plan for Child Support Enforcement. Without Social Security Numbers (SSNs) on recreational license applications, the state would be out of compliance with the above federal law and therefore Wyoming’s State Plan would be disapproved and the State could lose federal funding from the Office of Child Support Enforcement (OCSE).  Section 402(a)(2) of the Social Security Act requires the State to operate a Child Support Enforcement Program to receive funding under the Temporary Assistance to Needy Families (TANF) program.

 

Assumptions:

Game and Fish funding from the U.S. Fish and Wildlife Service has averaged $13,500,000 over the past several years.  In FY 2010 Game and Fish received $16,654,870 in federal funding.  Game and Fish would also no longer be eligible for federal grants due to noncompliance.

 

Source of Expenditure Increase:  Replace lost federal funding from the U.S. Department of Health and Human Services.  The proposed legislation would render Wyoming out of compliance with federal law 42 U.S.C. Section 666, (a)(13) requiring social security numbers on recreational license applications.  The federal government requires states to replace penalized TANF funding with state general fund.

This bill has administrative impact that appears to increase (or decrease) duties or responsibilities of one or more state agencies and may impact agency spending or staffing requirements. As introduced, the bill does not modify any state agency budget or current personnel authorizations.
