FISCAL NOTE

 

There will be an expenditure increase of $350,000 that will be met with current federal planning funds and associated state matching funds. 

 

Source of Expenditure Increase: 

This bill establishes the requirement of the Department of Transportation to develop a Project Master Plan which means a comprehensive plan for the project as required by this act, and which must be presented to the Legislature for approval.

 

The expenditure increase will consist of reconnaissance engineering and regulatory requirements research for identifying the phases of I-80 to develop the Project Master Plan.  The Department of Transportation will develop a Project Master Plan that will solidify the requirements necessary to proceed with tolling interstate 80 (I-80) within Wyoming.  This will begin with approval for tolling of I-80 from the federal government for the state of Wyoming.  The Project Master Plan will define scenarios to improve safety, mobility, operations and infrastructure.   

 

 

Assumptions:

Any costs associated with the delivery of the Project Master Plan will be met under existing Department of Transportation federal planning funds with associated state matching funds.

 

Please note that the language within this bill grants no authority to toll while the Project Master Plan is in its developmental stage waiting future approval from the legislature.
