Subject:  Creates a grant program for community health centers and rural health clinics.

 

Summary/Major Elements: This act:

 

     Creates the primary care support account to be administered by the Department of Health to provide grants facilitating capital construction and start up costs of community health centers and rural health clinics;

 

     Specifies criteria for grants from the account, including:

 

o        Grantees must have an operating plan that integrates with community health services and promotes accessibility and quality of care;

 

o        Grant applications must be approved by the board of county commissioners before submission to the Department of Health;

 

o        Grants may be up to $1,000,000, for capital construction and one-time start-up or expansion costs, with a 25% local match  in cash or in kind;

 

o        Recipients must serve low income clients in an underserved area.

 

 

Comments:

· $1,000,000 GF appropriation to the primary care account for grants; $110,000 GF to Department of Health for administration.

 

· The act includes a repeal date of June 30, 2017.
