Summary/Major Elements:

• This act:

o Creates the Wyoming Health Insurance Exchange Steering Committee;

o Directs the Committee to study whether, in order to implement a requirement of federal health care reform, Wyoming should create its own health insurance exchange or participate in a regional exchange;

o Authorizes the Committee to hire experts and consultants;

o Specifies requirements of the study, including an evaluation of potential litigation to prevent a federally-operated health insurance exchange.

Comments:

· Preliminary report to joint labor committee by October 1, 2011.

$145,000 GF appropriation to Governor's office for those parts of the study that cannot be paid for from a federal health insurance exchange planning grant already awarded.
