Catch Title:       Nuclear energy production study.

 

Subject:  Study of nuclear energy production and the creation of a task force to conduct the study.

 

Summary/Major Elements:

       This act creates a task force comprised of two senators and two representatives appointed by the presiding officers, and three members of the public appointed by the Governor to study issues relating to nuclear energy production including:

 

o       Potential incentives to encourage nuclear energy production in Wyoming;

o       State regulation unduly restricting nuclear energy production;

o       Local land use planning;

o       Federal statutes that might preempt or limit state or county authority;

o       Storage and reprocessing issues;

o       Higher education's role in facilitating production.

 

       The task force is to report its findings and recommendations to the minerals committee and the governor by November 1, 2011.

 

       The Minerals committee is to develop legislation it deems appropriate.

 

Comments:

 

       Report Required – a report to the Minerals committee as noted above.

       Contains delayed effective/repeal date – the task force is terminated as of December 31, 2011.

       The LSO is to staff the task force.

       Contains appropriations from the general fund to pay task force members.
