Summary/Major Elements:

 

     This act:

 

o        Creates the position of 'state Medicaid agent' as the chief administrator of the Medicaid Program and provides that the position is at will and appointed by the Governor;

 

o        Authorizes the director of the Department of Health to prepare a plan for the reorganization of the department and all programs providing Medicaid services;

 

o        Requires that the reorganization report, if it requires legislation for implementation, be submitted to the Joint Labor Committee and Joint Appropriations Committee by November 15, 2011 for consideration in the 2012 budget session or September 1, 2012 for consideration in the 2013 general session.
