Catch Title:       Production states agreement.

Subject:       Energy producer state agreement study.

Summary/Major Elements:

· This act requires two members of the house and two members of the senate, appointed by the presiding officers, to study and work with legislative members of other energy producing states to develop an energy producer state agreement. 

· The study and potential agreement have the goals to:

· Encourage domestic development of energy;

· Deliver a strong, unified voice to the federal government from states that produce energy; and

· Eliminate or reduce overreaching federal legislation and identify and address consequences that result from delays and cancellations of economically viable energy projects.

Comments:

· Report Required:  The legislators appointed to do the study shall provide a single report to Management Council by September 1, 2011.
