Catch Title:       Review of state executive department positions.

 

Subject:  Study of state executive branch positions.

 

Summary/Major Elements:

 

       This act provides for the department of administration and information to conduct a study of the classification and identification of positions within the state executive department currently classified as at-will positions.

 

       The study is also to review positions which would be affected if all positions at the division administrator, board or commission executive secretary, and deputy director, or higher level of responsibility were classified as at-will.

 

       If the Governor determines further review is appropriate, the study is to progress to the program manager level of responsibility.

 

       The act provides criteria by which the department is to determine which positions are equivalent to administrator or program manager positions.

 

       The study is to estimate costs associated with reclassifying positions and determine a process to implement modifications.

 

Comments:

 

       Report Required – the study results are to be reported to the labor and health and appropriations committees by September 1, 2011.  The labor and health committee is to develop legislation if it determines reclassification will enable the state to more effectively provide services.
