Appropriates $25.4M AML to Gillette water supply project.

 

Other

Appropriates $7.1M GF for state employee market pay adjustments. Allows for up to $600K of the appropriation to be used for judicial branch salaries.

Appropriates $2.7M GF for state employee health insurance increases.

Appropriates $6.0M GF for university employee health insurance increases.

Appropriates $2.5M GF for wildlife trust fund account.

Appropriates $3.0M GF for library trust endowment.

Appropriates $1.0M GF for cultural trust fund account.

Appropriates $610K GF for impacts associated with Niobrara oil play.

Appropriates smaller amounts for a variety of state agencies and projects.

Transfers $7.0M from the omnibus permanent land income fund into the omnibus permanent land fund.

Removes language pre-empting transfers before June 30, 2012 from the permanent mineral trust fund spending policy reserve account  into the PWMTF corpus.

Contains provisions for review and reorganization of the Wyoming professional teaching standards board to ensure data availability.

Provides appropriations to the Legislative Service Office for salary adjustments and management information system components.

Eliminates 244 vacant positions from executive branch agencies.

Comments:  The Governor line item vetoed:

1. $450K general fund appropriation for land for a new Governor's mansion;

2. $600K set aside for judicial branch salary adjustment, restoring the money to be used for executive branch salary adjustments.
