· Clearly prescribes criteria and measures for building condition scoring, which is a component of annual building needs assessment;

· Likewise, prescribes components to be included in building capacity scoring and allows capacity to surface independent of condition scoring, when establishing overall building needs assessment;

· Limits capital outlay budget requests based upon capacity needs only after consideration of all other available remedies for any particular building.
