Catch Title:       Developmental disability services.

 

Subject:  Amends system for compensating developmental disability service providers.

 

Summary/Major Elements: This act:

 

•       Directs the Community College Commission, University and Department of Health to develop a course of certified training for providing care to persons dually diagnosed with an intellectual disability and a mental disorder;

 

•       Requires the Department of Health to provide enhanced reimbursement rates to providers holding the dual diagnosis certification;

 

•       Requires the Department of Health to establish a new base period for 2012 for purposes of calculating reimbursements to developmental disability service providers;

 

•       Provides direction to the Department of Health in implementing the cost-based reimbursement system for disability service providers, by directing computation of all service units required in plans of care as of the preceding June 30.

 

Comments:

 

- Requires reports from Dept. of Health to Joint Labor Committee by Oct 1, 2011 and Oct. 1, 2012 regarding the dual diagnosis training program.

 

- Appropriates $1,275,949 general funds and $1,275,949 federal funds to the adult developmental disability waiver program and $76,298 general funds and $76,298 federal funds for the acquired brain injury waiver program to fully fund the 2009-enacted funding formula.  Appropriates $50,000 general funds to the Department of Health to implement the dual diagnosis certification program.
