Subject: Study and report on options for reconfiguring
the Medicaid Program.
Summary/Major Elements:
• This act:
o
Directs the Governor's office to designate an oversight committee to
study the cost of redesigning current Medicaid programs and those mandated by
federal health care reform;
o
Defines study requirements, including itemization of Medicaid costs by
year and by recipient and benefit categories, comparative cost estimates for
private insurance and the cost effect of co-pays on premiums for Medicaid-like
benefits;
o
Specifies Medicaid alternatives to be studied, including innovative
service delivery systems, limitation of benefits, cost-sharing, alternative
financing, private insurance, managed care and Medicaid waiver programs;
o
Indentifies the intended uses of the study, including guidance in
deciding whether to continue the Medicaid Program under federal health care
reform, preparation of accurate budget estimates for Medicaid reconfiguration,
preparation of Medicaid waiver applications and preparation of additional cost
estimates;
o
Designates the Joint Labor Committee, plus two Senate and two House JAC
members, as an advisory group to the oversight committee.
