Subject:   Study and report on costs for Medicaid expansion under federal health care reform.

 

Summary/Major Elements:

 

  This act:

 

o   Directs the Governor's office to designate an oversight organization to study the cost of expanding Medicaid eligibility as mandated by federal health care reform;

 

o   Defines study requirements, including: development of total cost estimates for each category of Medicaid expansion; costs using a variety of state-federal cost sharing scenarios; costs through calendar year 2020 and by state and federal fiscal years; effect of changing utilization rates; effect of anticipated cost controls; effect of intentional income reduction to become Medicaid eligible; effect of benefit changes for existing Medicaid-eligibles; off-setting savings from elimination or decrease in non-Medicaid health programs;

 

o   Specifies intended uses of the study results;

 

o   Creates a legislative advisory committee consisting of two JAC members and two Labor Committee members;

 

o   Requires the study be completed by Sept. 1, 2012 and reported to Joint Labor Committee and JAC before the 2013 General Session

Appropriates $100,000 GF to Governor's Office for the study and $20,000 GF to LSO for legislative advisory committee expenses.
