● Requires the Administrator of the Solid Waste Division of DEQ to prepare a detailed performance evaluation to determine whether to validate a proposed performance based design or an alternative performance based design for an application for a permit for a municipal solid waste landfill that does not incorporate an engineered containment system which incorporates a composite liner and leachate collection system.
