Subject:  Amendments to the Healthy Frontiers pilot project.

 

Summary/Major Elements:

 

       The Healthy Frontiers health care reform demonstration project was created by Laws 2010, ch. 96, to provide preventive health care,  personal health accounts and health insurance to a limited number of working low-income families.

 

     This act amends the Healthy Frontiers program by:

 

o        Increasing the benefits design committee from seven to nine members and providing for their removal at the pleasure of the governor;

 

o        Providing for the education of enrollees about the program;

 

o        Amending enrollment priority criteria;

 

o        Providing for forfeiture of personal health accounts if an enrollee leaves the program within four months of enrollment;

 

o        Amending reporting requirements to provide that the Department of Health report only to the Labor Committee and include information necessary for the legislature to decide if the program should be expanded to all Medicaid recipients

 

Comments: 

 

- Extends to June 30, 2012 a 2010 appropriation of $750,000 from tobacco settlement funds and authorizes acceptance of federal funds.

 

- Appropriates $1,500,000 GF to Department of Health to establish a reserve account for excess claims.

 

- Appropriates $1,000,000 GF to Insurance Department to operate the program by contract with the board of the Wyoming health insurance pool.
