AN ACT relating to constitutional instruction for specified officials and other persons; requiring the secretary of state to develop specified constitutional instruction; requiring the secretary of state to convene a board to develop constitutional instruction; making the act contingent upon passage of a constitutional amendment as specified; providing an appropriation; and providing for an effective date.
