Description of Appropriation:
The appropriated funds are to initiate the program during the first year (FY 2013) of the biennium and would be used to purchase and manage the distribution and tracking of radio frequency identification tags for cattle vaccinated for Brucellosis, and metal tags for feeder livestock. The Board will encourage producers to utilize the Radio Frequency Identification (RFId) tags when Brucellosis vaccinating instead of the current metal tags. The appropriated funds will also allow for the initial purchase and setup of information technology hardware and software for Board veterinarians and a limited number of brand inspectors to use to help facilitate data collection during disease testing and marketing. Funds may also be used for staff training on the use of the purchased technologies.
Assumptions:
The Board will work to initially purchase in bulk 194,275 tags at approximately $1.40 per tag. These tags will be dispensed throughout the biennium (2013–2014) as needed to implement the program. Some trading partner states currently have import regulations in place requiring individual animal identification be recorded on the Interstate Veterinary Certificate of Inspection. As more states or the federal U.S. Department of Agriculture/Animal and Plant Health Inspection Services (USDA/APHIS) impose regulations requiring official identification of livestock for interstate movement, it will necessitate that the Board or other entity facilitate official tag distribution and record keeping. This will allow the state agency to provide rapid traceability of livestock in any situation where there is a need for animal traceback.

It is unknown how many producers will volunteer to participate in the program and specific implementation requirements of the program have not yet been outlined in rules and regulations. However, this legislation allows the Board to promulgate rules and regulations to implement the program.
