This bill amends the Insurance Code in order to update the authority of the Commissioner in making determinations as to whether an insurance company is in hazardous financial condition and in taking actions in that regard.  It also makes amendments to the risk-based capital laws in the Insurance Code and adds a trend test for life insurers.
