No significant non-administrative fiscal impact at the state level.

 

This bill requires school districts to remit payments to the seven community colleges for the tuition costs of postsecondary remedial education courses enrolled in by Hathaway honors or performance scholarship recipients graduating from their school district. The University of Wyoming (UW) does not provide remedial education courses. Community colleges, (largely Laramie County Community College-Albany County) provide remedial instruction for UW students. The bill calls for the community colleges and UW to report to school districts the number of Hathaway honors and performance scholarship recipients from that district enrolled in remedial education courses and the tuition cost of those remedial education courses. The community colleges receiving these payments would no longer assess and collect tuition payments from Hathaway honors or performance scholarship recipients enrolled in remedial education courses.

 

Districts will be reimbursed from the School Foundation Program (SFP) account for the amount of these payments exceeding one-tenth percent (.10%) of the district's foundation program guarantee for that school year. These SFP reimbursements will be withheld from the school district's entitlement payment or added to the recapture amount in the following school year.

 

Assumptions:

 

Based on a three year average of remedial education course enrollments at UW and the 7 community colleges, the cost that would be paid by school districts in FY 2013 is estimated at $665,340.

 

This estimate is based on community college tuition of $75 per credit hour, effective beginning in the fall semester of 2012. Based on information reported by UW and the Community College Commission, 52 percent of resident freshmen are Hathaway honors or performance scholarship recipients.

 

This estimate is intended to be inclusive of payments made by K-12 districts to community colleges for all post-secondary remedial education for Hathaway honors and performance scholarship recipients, including amounts provided by LCCC - Albany County Campus to UW enrolled students.
