Description of Appropriation:

Funds appropriated will be used to contract with Idaho National Laboratory (INL) to conduct feasibility study/investigations in order to prepare the report specified in the legislation.  INL shall subcontract with UW and may subcontract with other outside entities as part of the feasibility study/investigations.

This legislation provides up to $50,000 of the $250,000 General Fund appropriation to be used by the University of Wyoming College of Business, College of Engineering and Applied Science, or the School of Energy Resources, in support of the report specified in the act.  If the Business Council and Idaho National Lab engaged UW, the University would envision approximately $40,000 in personnel costs (100 series) during FY13.  Those funds would support summer salary of faculty, part-time post doc salary, a graduate student stipend or some combination thereof.  Further, UW anticipates $10,000 in support costs (200 series) – primarily travel.

If this legislation is adopted, UW assumes this initiative would commence in the spring of 2012 but UW estimates the expenditures would occur entirely in FY2013.
