FISCAL NOTE
This bill transfers two divisions, Information Technology Division (ITD) and the Office of the Chief Information Officer (OCIO) out of the Dept. of Administration & Information (A & I) to a newly created agency, Department of Enterprise Technology Services (ETS). The transfer will also transfer 123 employees from A&I to ETS. The total budget request for OCIO/ITD is shown below:

There is not a request for additional positions for the creation of the new agency. However, this bill moves the functions of the Public Safety Communications Commission to the Office of Homeland Security. The Governor's recommended budget includes an exception request to continue the existing time-limited full-time position used to staff the Public Safety Communications Commission and to transfer this position to the Office of Homeland Security. There is also a request to continue two existing AWEC positions within OCIO/ITD. A&I currently provides fiscal and human resource services to the OCIO and ITD, and will continue to do so if this transfer is made.
In the Governor’s budget, OCIO/ITD has been shown separately from the remainder of A & I, as budget number 306.
ETS and A&I shall jointly develop a memorandum of understanding through which the departments will exchange administrative support, accounting functions and information technology services.
