Reimbursement to the University of Wyoming and the seven Wyoming Community Colleges for the costs of tuition and fees for additional combat veterans and surviving spouses qualifying for educational benefits

 

Assumptions:

 

This bill removes the 10 year time limit for oversees combat veterans and surviving spouses to be eligible for the Veterans Tuition Waiver program.

 

The individuals that would become eligible are those veterans and surviving spouses that became eligible prior to 2002, and those individuals that will lose eligibility in the future under the current statutory 10 year time limit. The statute establishing the 10 year window to begin use, and the eight year period to conclude eligibility became effective in 2007.

 

It is anticipated that there may be a 5% increase in the number of eligible veterans and surviving spouses that participate in the program in the second and third year in which the 10 year limit is removed (FY 2014 and FY 2015). After FY 2015, this increase is anticipated to flatten out to a slightly higher use over current levels.

 

The estimate in the table above projects an increase of 13 participants (5%) in FY 2014 and FY 2015. This increase is multiplied by the current average cost per eligible participant of $3,227 per fiscal year. This increase is anticipated to drop back to a 2.5% increase over the current anticipated use in FY 2016.
