FISCAL NOTE

 

This bill would make Wyoming a member state of the Interstate Compact on students of military families. The purpose of the compact is to remove barriers to educational success imposed on children of military families because of frequent moves and deployment of their parents.

 

The Wyoming Military Department estimates that Wyoming currently has 1,399 school-aged children that would meet the bill's definition of "children of military families".

 

The interstate commission may not assess, levy or collect more than $5,000 per year from Wyoming Legislative appropriations. Other funding sources may be accepted and used to offset expenses related to the state's participation in the compact.

 

The bill calls for the creation of a state council composed of the State Superintendent, a school district superintendent, a representative from a military installation, and a representative from both the legislative and executive branches of government. The Department of Education assumes that all of the members of this council would be from Cheyenne and no travel costs would be necessary. The bill also calls for a military family education liaison, which the Department of Education could assign to an existing staff member.

 

The individual appointed or assigned as the compact commissioner would be required to travel to the annual meeting of the interstate commission.

This bill has administrative impact that appears to increase (or decrease) duties or responsibilities of one or more state agencies and may impact agency spending or staffing requirements. As introduced, the bill does not modify any state agency budget or current personnel authorizations.
