Source of Revenue Increase (Decrease):

Increase in individuals applying for a Wyoming Certified Public Accountant (CPA) annual certificate as well as potential for some individuals to bypass the Uniform CPA examination due to modified authorities in proposed legislation.

 

Assumption:

Estimate up to 10 additional individuals paying $300.00 each for annual CPA certificate.  Estimate up to 10 individuals not required to pay $160.00 each to sit for Uniform CPA examination and to re-apply for full or partial examination if four-part exam is not passed in full upon initial application.

 

Note:  This bill may impact multiple state professional licensing boards and is intended to show fiscal impacts to such boards that are authorized under Titles 21 and 33.  Please note that this includes independently administered boards as well as the set of boards administered and supported by the Wyoming Department of Administration and Information.  The following boards indicated no fiscal or personnel impact:

 

A.  All Wyoming Department of Administration and Information supported professional licensing boards;

     B.  Independent professional licensing boards:

1.  Real Estate Commission and Certified Real Estate Appraiser Board (Agency 018);

2.  Board of Registration for Professional Engineers and Professional Land Surveyors (Agency 037);

3.  Board of Nursing (Agency 054);

4.  Board of Pharmacy (Agency 059);

5.  Board of Nursing Home Administrators (Agency 079);

6.  Board of Occupational Therapy (Agency 083);

7.  Board of Professional Geologists (Agency 084).

 

Note:  The Pari-Mutual Commission (Agency 038) and the Board of Outfitters and Professional Guides (Agency 075) are not authorized under Titles 21 or 33 and may not be impacted by this legislation.

 

Impacts to each board will depend on the potential increased number of service members applying for licensing, any added or new rule requirements needing review and/or promulgation by board members, and complementary administrative procedures

to verify members "equivalent" education and experience commensurate with each board's licensing requirements.  Currently, there is no available data indicating an accurate estimate for the number of service members that may be able to meet professional licensing requirements for the various boards that will be impacted by this legislation.

This bill has administrative impact that appears to increase (or decrease) duties or responsibilities of one or more state agencies and may impact agency spending or staffing requirements. As introduced, the bill does not modify any state agency budget or current personnel authorizations.

The following state agencies will be asked to provide their estimate of the administrative fiscal impact prior to the first committee meeting held to consider the bill:
