FISCAL NOTE

The Department of Education believes that it is already reimbursing some of the residential treatment centers for their costs of the “supplemental” services, “including costs associated with an individualized education plan”.  However, in the future, other residential treatment centers may bill for these services.  The cost of future billings is unknown. If the billings from all of the residential treatment centers increases beyond our budget authority, the Department of
Education will request a supplemental budget amount or seek additional funds through the B-11 process.

The Department of Education has, in the past, established reporting for the determination of tuition rates to the State’s contractor.  The supplemental or Individual Education Plan rate reimbursement may, in the future, affect the amounts determined for tuition.  The impact is currently unknown, and will be addressed in the 2015-16 rate calculations and recommendations to the Joint Appropriations Committee.
