Catch Title:         Baseline scientific assessments.

 

Summary/Major Elements: 

 

·         This act:

 

o        Authorizes the Governor to supervise the collection of baseline scientific data on public lands which may impact agricultural, mineral, geological, historical or environmental resources;

 

o        Requires the data collected to be of sufficient quality and quantity to provide a scientifically defensible record of the ambient environment in a defined geographic area;

 

o        Provides that the Governor may assign state agencies, institutions and political subdivisions to collect data under this act;

 

o        Provides for collaboration in data collection with an entity not under the complete control of the state after entering into a cost sharing agreement;

 

o        Requires the Governor's office to establish a repository for the data collected and to use B-11 transfer authority to reimburse agencies for the costs of data collection.

 

Comments: 

 

· Provides the Governor's Office rule making authority for baseline scientific data collection.

 

· Requires a report from the Governor's Office annually on October 1 to the Joint Minerals Committee.  The first report shall recommend whether the Governor requires additional employees to carry out the purposes of this act.

 

· Appropriates $500,000 GF to the Governor's office, to be included in standard budget request for FY2015-2016.
