Subject:                Consolidation of information technology functions provided by state agencies.

 

Summary/Major Elements:

 

·         This bill resulted in part from a legislative program evaluation concerning information technology services.

·         It removes the information technology division of the department of administration and information and combines the division with the state chief information office to form a new department of enterprise technology services.

·         The state chief information officer is continued and will also act as the director of the new department.  He will be appointed by the governor and subject to senate confirmation.

·         The positions, funds, functions and property of the two consolidated entities are transferred to the new department, with the governor given the flexibility to transfer funds appropriated to the state chief information officer and department of A&I to fund the new department for the upcoming biennium.

·         The new department will consist of the state chief information officer (director) and the divisions of information technology services and information services.

·         The consolidation includes consolidation of and additional oversight of technology services provided by and to state agencies.  The goal is to promote uniformity, economy and efficiencies in government use of information technology.

·         The judicial and legislative departments are to cooperate with the department, but are not subject to the standards, policies, plans and oversight provisions.  The University and community colleges are also generally excluded.

·         The functions of the consolidated entities are reorganized and modified under the new department. 

·         The department's budget in the future will not be constructed as other state agency budgets are.  Rather, the budget process for the agency moves toward a "zero based budget" concept.

·         The act provides for further review, reporting and movement of information technology personnel to the new department.
